Inaugural Meeting of EMLT and EMC
This is an exciting week on our journey towards becoming the Australia Territory, as the Executive Mission Council (EMC) and Executive Mission Leadership Team (EMLT) hold their inaugural meetings. The EMC and EMLT are two new management and governance forums in the new National Governance Framework and have been designed to support the implementation of our bold new vision for The Salvation Army in Australia.
As indicated in the diagram above, the EMC and EMLT will both support the Chief Secretary who will report to the newly formed Governance Board. The Chief Secretary may use the EMC or EMLT to discuss and decide on matters as needed, approving agenda items for each forum.
The Executive Mission Council (EMC)
Meeting fortnightly, the EMC will focus on advising the Chief Secretary on the execution of Board approved strategy and the management of Army activities.

The Executive Mission Leadership Team (EMLT)
The EMC will be complemented by the EMLT. The EMLT will provide advice and input to the Chief Secretary on major strategic issues.

The Territorial Operations Councils (TOC) have recently held their final meetings where the Chief Secretary thanked the members for their valuable contribution to the work of The Salvation Army in Australia.

Announcement of New Board Members
The new Governance Framework also includes a Governance Board. It will be called the Australia Territory Board and be chaired by the National Commander.
The process of Board appointments is continuing, in preparation for the first Board meeting to be held in the middle of the year.
In addition to the three ex-officio Board members confirmed earlier this year (the National Commander, the National President for Women’s Ministries, and the National Chief Secretary), we are excited to announce the appointment of two additional board members, Colonel Geanette Seymour and Mr Richard Grellman AM.
Colonel Geanette Seymour has served as a Salvation Army officer for over 40 years, with highlights including serving as Director of The Salvation Army’s International Social Justice Commission, and fulfilling Territorial Program and Chief Secretary Leadership roles. Colonel Seymour brings to the role her recent governance experience across a number of our Mission Enterprises. Colonel Seymour as a member of the board has been appointed to the role of Alternate Chair, with responsibility to chair the Board in my absence as per the approved Terms of Reference.
The General has approved the appointment of Mr Richard Grellman AM as the first of what will be five independent members of the Board. In 2007, Richard was appointed a member of the Order of Australia for service to the community, particularly through leadership roles with Mission Australia, fundraising with Variety and The Children’s Charity, and to the finance and insurance sectors.
Richard served as a partner of KPMG, later becoming a member of KPMG’s National Board, and a member of KPMG’s National Executive. In September 2014, Richard was appointed to hold the office as the Tribunal of the Statutory and other Officers Remuneration Tribunal (SOORT) by the Governor of NSW. Richard served as a director on the board of Mission Australia from 1984, taking on the role of Chairman from 2000 through 2009. Richard has served as Chairman of Bible Society Australia from 2011 (when the six state bodies merged into one legal entity) until 2017, and has been Chairman of The AMP Foundation for the last six years. Richard also serves as a non-executive director on a number of corporate boards.
These appointments mark yet another significant step forward in our journey towards becoming a national Australia Territory. We look forward to sharing news of additional Board appointments as these are made.
Welcome to new Heads of Department
We are pleased to announce the appointment of two new Heads of Department, both within the Office of the National Assistant Chief Secretary.
Cameron Duck, National Head of Internal Audit
Cameron has 25 years of experience leading, developing and managing Internal Audit processes and frameworks within The Salvation Army. He has consistently delivered high standards leading with integrity and professionalism. Cameron has a demonstrated passion for and understanding of The Salvation Army and the work we do.
Peter Houlihan, National Head of Enterprise Project Management Office
Peter has extensive experience leading business change programs across a range of industries in both the private and government sectors. Peter’s focus has been on Portfolio and Program Governance and ICT strategy, including establishing and managing EPMO operations. Externally, Peter supports a number of organisations in an advisory and pro-bono capacity.
